Provincetown Citizen’s Emergency
Preparedness Working Group
The goal of the
working group is:
To develop and implement comprehensive response plans that are effective and efficient in addressing human and/or natural threats to the public health and safety of the Provincetown community.
The main
objectives of the working group are:
1) Ensure public health and safety plans and procedures are implemented and tested.
2) Ensure collaboration between government and the community in creation and execution of response plans.
3) Ensure compliance with Federal, State and local public health and safety protocols and mandates.
4) Ensure that the government and community infrastructure meets the needs and capacity required for an adequate response to an emergency situation.
5) Provide information and training to the community through outreach.
The Citizen’s
Emergency Preparedness Working Group is responsible for the following response
plans:
1) Comprehensive Emergency Management Plan (CEMP)
2) Continuity of Operations Plan (COOP)
3) Infectious Disease Emergency Response Plan (IDEP)
4) Emergency Dispensing Site Plan (EDS)
5) Risk Communication Plan
Comprehensive
Emergency Management Plan
The CEMP was implemented in 2001 and is constantly updated. The CEMP provides a program for planning and response to potential emergency or disaster situations. It assigns responsibilities and functions, which will provide for the safety and welfare of its citizens against the threat of natural, technological, and national security emergencies and disasters. The plan addresses the Mitigation, Preparedness, Response and Recovery aspects of emergency management organizations, programs, protective actions and specific hazards.
Continuity of
Operations Plan (COOP)
The COOP is a State mandated plan constructed as a response to a threat (human or natural) that would incapacitate 45% of the personnel necessary to continue operations and ensures that essential duties continue to be carried out.
Infectious Disease Emergency Response Plan (IDEP)
The IDEP is a State mandated plan constructed as a response to an infectious disease outbreak of any size. The IDEP plan works in concert with the EDS plan.
Emergency
Dispensing Site Plan (EDS)
The EDS plan is a State mandated plan constructed to ensure the community has emergency dispensing sites that will be activated in response to the need for mass inoculations in the event of an infectious or biological threat. The EDS plan works in
concert with the IDEP plan.
Risk Communication
Plan
The risk communication plan works in concert with all emergency preparedness plans. Local Boards of Health will be responsible for communicating and coordinating with partners and stakeholders during public health emergency and providing education, information and guidance to the public. The risk communication plan designates spokespersons for Public Health Emergencies.
