To all persons subject to taxation in the Town of Provincetown-Fiscal Year 2019:

In accordance with the provisions of General Laws, Ch. 59, § 29, all individuals, partnerships, associations or trusts, and corporations, residents of or owning personal property located in Provincetown are hereby notified that they are required, on or before March 1, 2018, to bring in to the Board of Assessors in the form prescribed by the Commissioner of Revenue, true lists of personal property.

FY2018 Property Tax bill adjustment
The Provincetown Board of Assessors is informing the taxpayers of
Provincetown of a change to Property Tax billing starting with the
October 2017 tax bill. In previous years, the October bill was considered
“Preliminary”. The bill showed a payment amount, but did not contain a
new assessment or tax rate. Preliminary tax bills by statute cannot be
adjusted by exemptions or abatements, which can be frustrating and an
inconvenience to the taxpayer.

The new Tax Billing system establishes the October 2017 tax bill as an
“actual“ tax bill. This bill will include both a new assessed valuation and
a new tax rate. This change will allow abatements or exemptions, such
as the Residential Exemption, to be applied to the first half tax bill.
Taxpayers who receive the Residential Exemption will now have the
exemption applied to the first bill with the tax deduction split between the
October and April tax bill.

Property Inspections

Assessors’ Office to Conduct Data-Quality Inspections

Beginning in July 2017, the Provincetown Assessors' Office will be conducting their
annual Property Inspections. The inspectors will be focusing on properties with open building permits, properties that sold in calendar years 2016 & 2017 and properties that have not been inspected within the last six years. The Massachusetts Department of Revenue requires that the Town regularly inventory every property as part of the assessment evaluation process. This process includes an on-site review and description of the interior and exterior of all buildings. Inspections will occur Monday-Saturday from 8:00 AM - 4:00 PM over the course of the summer and fall. The entire inspection per property generally takes 15-20 minutes. Your cooperation in assisting the Assessors' Office in this process is very much appreciated.
