The Provincetown Board of Assessors is informing the taxpayers of
Provincetown of a change to Property Tax billing starting with the
October 2017 tax bill. In previous years, the October bill was considered
“Preliminary”. The bill showed a payment amount, but did not contain a
new assessment or tax rate. Preliminary tax bills by statute cannot be
adjusted by exemptions or abatements, which can be frustrating and an
inconvenience to the taxpayer.
The new Tax Billing system establishes the October 2017 tax bill as an
“actual“ tax bill. This bill will include both a new assessed valuation and
a new tax rate. This change will allow abatements or exemptions, such
as the Residential Exemption, to be applied to the first half tax bill.
Taxpayers who receive the Residential Exemption will now have the
exemption applied to the first bill with the tax deduction split between the
October and April tax bill.
