Department of Community
Development
On August 12, 2002, the Board of Selectmen
voted to approve the Town Manager's reorganization plan for the
creation of a Department of Community Development, effective
October 15, 2002. This plan advances the need to establish strong
leadership in the Town's planning, land use, and regulatory management
functions, through a Director of Community Development, who would
supervise the existing DRM staff.

Mission Statement.
It shall be the mission of the Department of Community Development
to ensure that the Town's planning, community development, land
use, and regulatory management efforts reflect the vision for the
community as set forth in the Local Comprehensive
Plan, Community Development Plan, and other adopted plans of
the Town of Provincetown. Consistent with this mission, the Department
of Community Development shall provide for: the development and
implementation of the Local Comprehensive Plan in coordination with
the Local Comprehensive Plan Implementation Committee; and the development
and implementation of the Community
Vision Statement and Community
Development Plan, in fulfillment of the Commonwealth of Massachusetts'
Executive
Order 418, relative to affordable housing, economic development,
transportation, and open space/resources. It shall be the objective
of the Department to help ensure that applicants submit completed
applications which then receive timely review; to share information
with the public about the status of all applications; to help ensure
predictability of outcome with our regulatory processes, so that
similar applications with similar circumstances produce similar
results; and to provide for fair and equitable enforcement of regulatory
decisions.

for Community Development Department: The
Department of Community Development continues to strive to find
new ways to more efficiently help the public. In order to help achieve

Provincetown Licensing
Rules & Regulations Revised:
The Provincetown Licensing Board approved revisions
to the Provincetown Licensing Rules & Regulations at a Public
Hearing at 5:00 p.m. on Tuesday, June 10, 2008, in the Judge Welsh
Hearing Room, Town Hall, 260 Commercial Street by a vote of 3-0.
The changes will become effective on June 26, 2008. See

State of
Massachusetts Assumes Licensure of Massage Therapy: Please

Health Regulations
Revised: The Provincetown Board of Health,
after holding public hearing on Thursday, February 21, 2008 at 5:00
p.m. in the Caucus Hall Meeting Room, Town Hall, 260 Commercial
Street has approved the proposed changes to the Provincetown Board
of Health Regulations Part VII - Local Title 5 Supplements Article
16 and Article 17. The following changes are effective on april

Wildlife Rabies
Vaccination Program: The Provincetown
Health Department in concert with Tufts Cummings School of Veterinary
Medicine, Massachusetts Department of Public Health (MDPH), United
States Department of Agriculture/Wildlife Services (USDA) and the
Centers for Disease Control and Prevention (CDC) will be distributing
rabies vaccine throughout prioritized wildlife habitat areas within
the Town of Provincetown as part of the Massachusetts Wildlife Rabies
Vaccination Program beginning in November. See

West Nile Virus:
Read
public health alert from the Communicable Disease Control Division
at the Boston Public Health Commission regarding surveillance for
West Nile Virus and Eastern Equine Encephalitis Virus, including
information on symptomology and prevention. No human cases have
been reported this season in Massachusetts to date.
Mosquito's
Bugging You? See Mosquito

Control Project. EEE virus activity has been very intense since
2004 and in 2006, there were five human cases of EEE, with two fatalities.
EEE is usually transmitted to humans through the bite of an infected
mosquito. The type of mosquitoes that usually carry the virus is
found in freshwater, hardwood swamps, such as those found in southeastern
Massachusetts. See

Adopts New Fees: The Provincetown Conservation
Commission held a public hearing on Tuesday, January 22, 2008 at
6:30 p.m. in Caucus Hall, Town Hall, 260 Commercial Street, Provincetown
Massachusetts, and adopted new fees.

17, 2006 at Provincetown Town Hall and then and there adopted the

were adopted by the Provincetown Licensing Board at their regularly
scheduled meeting held on June 13, 2006 with a vote of 5-0-0, effective

The Provincetown Conservation Commission held a Public
Hearing on June 6, 2006 at Provincetown Town Hall and then and there

Amendments to
Tobacco Regulations Adopted: The Board
of Health adopted
amendments to the Tobacco Rules & Regulations on May 18,
2006, effective May 26, 2006.
Dog restraint
in the Town of Provincetown: Under
the current circumstances of positive testing for Rabies in wildlife
in Provincetown, the Board of Health, acting under M.G.L.c. 111,
s. 31, at their meeting of March 30, 2006, in an action to protect
the public health, promulgated dog restraint regulations. Read

Board of Health Regulations Revised
- The Provincetown Board of Health held a public hearing on Thursday,
December 16, 2004 at 6:00 p.m. in the Caucus Hall Meeting Room,
Town Hall, 260 Commercial Street to consider proposed changes to
the Provincetown Board of Health Regulations Part VII - Local Title
5 Supplements and Part VIII Enforcement and Revenues. The following
additions and deletions were approved by a vote of 4-0-0. See

Nuisance Regulations Adopted
May 27, 2004
The
Provincetown Board of Health, at a public meeting on Thursday, May
27, 2004, voted 4 in favor, 0 opposed and 0 abstaining to approve
Article 8: Nuisance
Regulations, to become effective upon publication. A copy of
these changes in the Board of Health rules and regulations is available
in the Office of the Town Clerk.
MCDBG Funds.
On or about September 29, 2003, the Town of Provincetown will
request the Commonwealth of Massachusetts to release CDBG funds
under Title I of the Housing and Community Development Act 1974
(PL 93-383) as amended for the following projects located in Barnstable
County, Massachusetts:

Fuel Storage Tanks Regulations.
The Board of Health voted on Thursday,
September 18, 2003 to approve fuel
storage tank regulations.
Solid Waste Rules and Regulations.
The Board of Health has adopted new
Rules and Regulations for Trash Pick up and the Transfer Station,
effective April 17, 2003. On March 20, 2003, effective immediately,
the Board of Health approved new rules and regulations for Food
Service Permits.
Additional Transfer Station Regulations
approved. The Provincetown Board of Health,
at a public meeting on Thursday, April 17, 2003, voted 5 in favor,
0 opposed and 0 abstentions to approve the following regulations,
to become effective upon publication. A copy of these changes in

Conflict of Interest Seminar
held. The Towns of Provincetown and Truro
held State Ethics Commission seminar on the state's conflict of
